Overview
What the framework is trying to do
UNESCO's student framework treats AI competency as more than learning to operate tools. It organizes development around four aspects: a human-centred mindset, ethics of AI, AI techniques and applications, and AI system design.
Each aspect develops through three levels, Understand, Apply, and Create. The framework is designed to support curriculum design, learning outcomes, assessment, and localization across different education systems.

Human agency, human accountability, citizenship, and judging whether AI use is justified and fit for purpose.
Ethics of AI
Embodied ethics, safe and responsible use, privacy, transparency, accountability, and ethics by design.
AI techniques and applications
AI foundations, application skills, critical use of tools and datasets, and creation of AI tools.
AI system design
Problem scoping, architecture design, testing, iteration, and feedback loops.
Critical depth
Why this framework is rated High
Rated High because human agency, accountability, equity, privacy, sustainability, ethical design, and social implications are integrated throughout the progression rather than isolated in a single ethics unit. It stops short of Very High because structural critique and political economy are not the framework's primary organizing purpose.

- Some advanced technical and system-design competencies may not be necessary for every learner.
- Structural issues such as political economy and surveillance are less central than human-centred ethics.

High. The framework is explicitly designed as a global reference and can be localized, although higher education users may need to adapt age-level assumptions and technical expectations.
